Click the English (US)link, just for example. It will bring an options box to select Language. You’ll get an option named – English (Upside Down). Clicking it will act as a trigger to bring that mode. Here is a pictorial guide :

To get rid of the mode, you need to again to the bottom / footer of Facebook webpage, You’ll see options like :
