PaaS : Heroku is our choice. Because its free up to a level and has command line access via git. We have lot of articles and guides. We also use AppFog, Red Hat OpenShift. Rackspace Cloud Sites among aPaaS.
SaaS : Google Apps (when it was free), DropBox (it basically becomes PaaS in our guides).
